The cheapest published public-university rate is not always the rate an international applicant will pay. Nationality, residence status, degree level, institution ownership and the selected programme can move annual tuition from a few hundred dollars to more than $60,000.

What Public, Private and International Tuition Actually Mean
Public university rate
A public institution may receive government funding, but that does not guarantee one tuition price for every student. Germany generally keeps tuition low at state institutions, while public universities in the United States and Canada commonly charge international or nonresident students a higher rate.
Private university rate
Private institutions normally set their own fees. The gap within this category can be wide: a small private college, a business school, a medical programme and a heavily endowed university may publish very different prices.
International student rate
An international rate may be based on citizenship, immigration status, ordinary residence or eligibility for a subsidised fee. The label does not always correspond directly to whether the institution is publicly or privately owned.

Country Notes Behind the Published Rates
Germany: no tuition does not mean no university bill
Germany’s official study portal states that public higher education institutions normally do not charge tuition for bachelor’s degrees and many master’s degrees. It also identifies the Baden-Württemberg charge of €1,500 per semester for most non-EU students and notes that certain master’s programmes, online degrees and private institutions may charge much more.[S1]
The published tuition figure should therefore be separated from semester contributions, health insurance and the amount used for visa financing. Germany’s official study portal lists €11,904 as the annual proof-of-financing amount in most cases.[S17]
France: four fee routes can exist inside one public university
Campus France publishes low public registration rates for eligible European and equivalent-status students, differentiated rates for many first-time non-EU bachelor’s and master’s students, a doctoral rate, and several exemption categories. Private tuition is reported separately at €6,000–€18,000 per year.[S2]
A French offer should be checked for the applicant’s fee status, the institution’s exemption policy, degree level and any additional charge attached to the programme.
Netherlands: statutory and institutional fees are separate systems
DUO sets the 2026/27 statutory tuition fee at €2,694. Students who do not meet the statutory conditions pay an institutional fee decided by the university or higher-professional-education institution.[S3]
The official Study in NL programme database illustrates the gap: Tilburg University’s 2026/27 Quantitative Finance and Actuarial Science listing shows €2,694 for EU/EEA students and €19,900 for non-EU/EEA students.[S4]
United Kingdom: home caps do not cap international tuition
The University of Manchester lists a 2026/27 home undergraduate fee of £9,790, subject to approval of the announced government cap.[S5]
International students receive programme-specific prices. Manchester Alliance Business School lists £33,100 for many international undergraduate programmes in 2026/27 and £35,200 for its BSc Information Technology for Business Management.[S6]
The visa maintenance test is another figure rather than a tuition estimate. Current Student visa rules require £1,529 per month in London or £1,171 outside London for up to nine months, in addition to outstanding course fees.[S16]
Canada: the international average is more than five times the domestic average
Statistics Canada reports expected 2025/26 averages of C$7,734 for Canadian undergraduates and C$41,746 for international undergraduates. It also reports an international graduate average of C$24,028.[S7]
These are national weighted averages rather than quotations for every course. Province, subject and institution can place an individual offer above or below the national figure.
United States: compare residency, tuition, mandatory fees and net price
EducationUSA advises students to include tuition, fees and living expenses and to obtain the exact amount from each institution. It also recommends allowing for annual tuition increases when building a multi-year budget.[S8]
The University of Michigan’s 2026/27 lower-division tuition and fees are $18,896 for Michigan residents and $67,096 for nonresidents.[S9]
Harvard College lists $62,226 in tuition for 2026/27, with health services, student services, housing and food billed separately.[S10]
Australia: course search results matter more than a national average
The Australian Government’s Study Australia portal states that international tuition depends on the provider, study level, programme and location. It directs applicants to the national course search for current fees.[S11]
As one 2026 example, UNSW publishes an indicative first-year fee of A$56,500 for the Bachelor of Commerce International.[S12]
Japan: admission fees make the first year different
Japan’s government-approved study portal reports approximate first-year academic fees of ¥820,000 at national universities, ¥910,000 at local public universities and ¥1,300,000 at private undergraduate universities outside medicine, dentistry and pharmacy.[S13]
The first-year totals include admission and tuition charges, so they should not automatically be copied into every later year. The same official portal reports average monthly rent of ¥41,000 nationally and ¥57,000 in Tokyo, showing why tuition alone cannot rank total affordability.[S18]
How to Compare Two University Offers
Separate tuition from mandatory fees
Record the tuition charge, registration fee, student-services fee, laboratory charge, technology fee and health-related charge as separate lines. A university may advertise tuition while placing several required charges elsewhere in its fee schedule.
Identify the correct student-status route
Check whether the quoted rate is for domestic, resident, EU/EEA, non-EU, international, out-of-state, second-degree or unsubsidised students. A lower rate shown on the same page may not apply to the applicant.
Check the academic period
Confirm whether the amount covers a semester, term, academic year, calendar year, credit hour or full programme. Multiply only after the billing period and expected course load are known.
Distinguish sticker price from payable price
Subtract only scholarships, waivers and grants that have been formally awarded. A scholarship opportunity, application or estimated aid result is not the same as confirmed support.
Add pre-enrolment payments
Application charges, tuition deposits, visa fees, health cover, residence deposits and advance rent may be due before classes begin. These payments affect cash timing even when they later count toward the annual total.
Model later-year increases
A fixed first-year quote does not always remain fixed. Read the offer conditions for annual indexation, programme progression charges and higher rates attached to clinical years, laboratory subjects or additional credits.

Methodology
The calculator uses US dollars and a 12-month living-cost period. Tuition is entered through five annual planning bands rather than being assigned automatically from a country name, because public, private and international rates frequently overlap within the same destination.
The country selector adds a monthly non-housing adjustment to a common student budget. The fixed monthly model contains $360 for food, $95 for local transport, $125 for insurance, $40 for phone service and $220 for personal spending. These values are rounded cross-country allowances informed by official student-living pages, visa-finance amounts and university cost-of-attendance budgets. Study in NL reports average student spending of €1,000–€1,500 per month, which illustrates the wide range that remains after tuition is separated.[S15]
Housing choices represent a shared room, student residence or shared flat, private studio and private apartment. They are broad USD profiles rather than quoted rents for a named property.
The arrival allowance is $2,500. It represents an initial travel allowance, housing deposit, registration costs, essential household purchases and short-term transport. Visa charges, multi-month prepaid rent and programme-specific health cover may require a separate addition.
Local-currency tuition figures retain their official academic period. USD equivalents use the European Central Bank reference rates dated July 16, 2026 and are rounded to the nearest dollar. Exchange-rate movements do not alter the underlying local-currency fee.
